What exactly changed related to this patent fight, we do not know; It is reported by Apple in the release notes that iOS 12.1.2 fixes bugs by enabling eSIM on iPhones XS, XS Max and XR, as well as solving a problem that may affect cellular connectivity in Turkey with the new models.

A curiosity: the compilation of this version 16C101, and the first beta of iOS 12.1.2 released last week was 16D5024a. That is, Apple most likely even ran to release this update and should continue testing in a future release 12.1.3.
