Posts made with Scenes can be featured exclusively in the Explore tab of Instagram, and posts like that are tagged next to the user's name to indicate the tool. The feature can be accessed from the Stories camera, and the clip shared with all followers on Direct or just the best friends list.
Scenes comes with a few functions to make it easy to edit short clips on Instagram without having to resort to third party applications.
