According to Kevin Systrom, CEO of Instagram, the team opted for more time to "an artistic decision".

But of course this has a financial imprint behind it. With over 100 million users, the addition of a video tool can further leverage the number of people using Facebook's photo sharing app, as well as being a response to Twitter, as Vine's video sharing surpassed Instagram photos on microblogging. This announcement appears to have been a direct attempt by Facebook to prevent Vine from taking the lead in this segment.
