The European Commission is analyzing the panorama of the use of Open Source software among its member states and has promoted the study Open Source Software Country Intelligence. The report aims to highlight the policies adopted by the Public Administration of each State regarding open software, in a general framework. To this end, the respective actors are analyzed and initiatives and projects that reinforce the use of technology are highlighted.
The general study will only be published in May, but the reports are being published by each Member State and the results from Portugal are already available. The report highlights the use of Open Source software in three high-level government entities (Policy Makers): the Ministry of Modernization of the State and Public Administration, the Agency for Administrative Modernization (AMA) and the Digital Competence Center for Public Administration.
The strategic role of Portuguese associations linked to open software is also mentioned, namely ESOP, ANSOL and Associação de Ensino Livre. The mobilization of these associations played an influential role in recent political developments in the use of Open Source solutions in the Portuguese Public Administration.
14 initiatives were distinguished that ESOP promoted, namely the cycle of workshops organized in partnership with AMA and TicApp, which include the US / UI Workshop and Digital Experience Platforms and the Biga Data Analytics & Open Data Workshop, this second yet to run during 2020.
University initiatives were also distinguished, such as ISCTE and the University of Coimbra, as well as the municipalities of Sintra and Cova da Beira.
The publication of this study is yet another sign of the importance that the European Commission has been attaching to the role of the OSS in the construction of the European Digital Agenda, refers to ESOP in the statement, considering that the study is also an important source of information in the context of public policies in promotion of open source software in Europe.
