
The newspaper Público today advances that the Ministry of Finance has put in place a new computer application that identifies taxpayers with debts in tax enforcement proceedings. After the recognition of citizens in an irregular situation, the platform executes the attachment within a maximum period of two months.
According to the same news, the Center for Modernization for Tax Justice (NMJT) informed that it is already available in the Computerized System of Automatic Pledges (SIPA) and that the priority is the «list of taxpayers with new pledgeable debt, established less than 60 days».
The process is based on the availability of the list of debtors with new processes initiated in each Finance Service, «whose summons has been consumed less than 60 days and in which no attachment has yet been made», writes Público based on the note from the NMJT.
In this sense, it is foreseen that as from the date of implementation of the solution «the pledge will be constituted, whenever the debtors have assets or pledged rights in SIPA and do not make the payment or regularization of the tax situation in the 30 days after the summons «.
The NMJT also stresses that after the same 30 days, «SIPA makes available in this new functionality, for another 30 days, debtors who have not regularized the situation and have assets or rights available for attachment».
After this process, and once the taxpayers and the assets to be pledged are identified, Finance must ensure that, within that period, «all the procedures for analyzing the processes, updating data in the Tax Enforcement System and other certification procedures are carried out, and pledges are made in all processes that meet the legal requirements for such «
It should be remembered that the Computerized Automatic Pawns System has been in place since last May 3rd, when the Directorate-General for Taxes put the platform into operation.
