For now, the new build (12H318) is only available OTA (over-the-air, that is, through the system for updating iGadgets located in General Software Update Settings) and appear only for those using iOS 8.4.1 beta 1.
It is difficult to imagine how many developers are actually interested in testing this version that brings "only" bug fixes and general improvements, after all, Apple is also testing in parallel iOS 9 beta 4 that brings many new features. Regardless, the warning remains.
