In the letter, the companies explain that it gives the opportunity to American workers, but they cannot ignore those who could contribute a lot to the work, but who are not citizens of the country:

We represent employers committed to the growth of the US economy and creating jobs for American workers. However, we cannot achieve these goals unless companies can recruit and retain more qualified employees.

It is not the first time that large companies have tried to prevent some measures from being taken in relation to immigrants; so it was with their banishment from countries whose population was mostly Muslim, and also with the program of young immigrants.
