If we were expecting a position from Apple regarding the request for "Ban" of Telegram in Russia, it seems that Ma demonstrated its position even without saying a word.
That's because Telegram CEO Pavel Durov decided to publish a note stating that Apple stopped approving updates of the iOS app exactly after receiving requests from the Russian government. In fact, the last one (4.8.1) came out on March 24th.
Apple has prevented Telegram from updating its iOS applications globally since Russian authorities ordered Apple to remove Telegram from the App Store. Russia banned Telegram in its territory in April, because we refuse to provide decryption keys for all communications from our users to the Russian security agencies. We believe that we have done the only thing possible, preserving our users' right to privacy in a troubled country.
Although the whole problem is happening in Russia, which represents 7% of the Telegram user base, the CEO said that the app is prevented from being updated not only in the country, but worldwide, since the fact in mid-April.
Durov said that some features of Telegram are not working well on iOS 11.4, which has just been released, but even having fixed the bugs, they are unable to send an update.
This is also why the company has not yet managed to comply with the requirements of GDPR (General Data Protection Regulation), whose deadline was until 25 May. Therefore, the CEO apologizes for the inconvenience and states that the company is trying to resolve this situation as soon as possible.
Apple has not yet publicly positioned itself on this and we will not even know whether to go, but from the floor of the carriage, it seems that the Russian government is getting what it wants.
