Mistreatment of animals is considered a crime, in accordance with Article 32 of the Environmental Crimes Law. Brazil has authorities and bodies responsible for maintaining the law and punishment, such as the Federal Public Ministry (MPF), Ibama (Brazilian Institute for the Environment and Renewable Natural Resources), the Environment Secretariats and the police stations themselves. It is worth remembering that it is possible to report anonymously, that is, it is not necessary to identify yourself to report cruel acts.
Animal protection legislation states that abusing, mistreating, injuring or maiming wild, domestic or domesticated, native or exotic animals constitutes a violation of the law with a penalty of three months to one year in addition to a fine. Step 1. Access the Citizen Service Room (SAC) (http://mpf.mp.br/para-o-cidadao/sac) of the MPF website and click on "Make your Manifestation". It is not necessary to register on the portal to register the complaint, but the registration facilitates the follow-up of the manifestations and expedites the filling of future complaints;

Step 2. In the new window that opens, enter your CPF and date of birth so that your name is correctly displayed in the corresponding field. The data whose mandatory filling is marked with a red asterisk;

Step 3. After filling in your personal data, choose the option "Representation" in the "Type of Manifestation" field and indicate the state and municipality where the crime occurred. Step 4. If you have documents, photos, videos, reports or veterinary certificates that prove the reported crime, attach the files to the report. The user can also choose whether to share his current location and keep his personal information confidential;

Step 5. Review the completed information and, finally, click on "Register". Write down the number generated to track the progress of your manifestation.

Step 6. Then, open a new page for reviewing the completed information. After verifying that the data is correct, click "Next" again. Save the generated protocol number to track the progress of the complaint.

It is also possible to report mistreatment of animals in the online ombudsman offices of the state Public Ministries, in the contact channels of the State and Municipal Environment Departments and by registering a police report at the nearest police station.
What if the person involved in the suspicion is a veterinarian or zootechnician?
Both professionals have codes of ethics that prove the practice of mistreatment and compel them to preserve animal welfare and, therefore, they must bear the criminal consequences of the crime. In this case, the complaint must also be referred to the Regional Council of Veterinary Medicine (CRMV) of the state in which the situation was observed, since these institutions are responsible for investigating the facts and supervising the legal exercise of the profession in the states.
After the investigation, if there are indications of mistreatment, CRMV will open a professional and ethical process. Among the penalties for the crime, provided for in Article 33 of Law No. 5,517 of October 23, 1968, are confidential censorship, public censorship or suspension from professional practice for up to 90 days.
